The CEUA-SLMandic is responsible for ensuring compliance with regulations regarding the humane use of animals for teaching and scientific research purposes, acting in accordance with the Arouca Law and the guidelines of CONCEA.

About the CEUA

Our Mission

The Ethics Committee on the Use of Animals (CEUA) is a collegiate body established by the institution for the purpose of fulfilling and enforcing the provisions of Federal Law No. 11,794/2008 (Arouca Law) and Decree No. 6,899/2009, which regulate the scientific use of animals in Brazil.

Linked to the National Council for the Control of Animal Experimentation (CONCEA), the CEUA (Ethics Committee on Animal Use) at São Leopoldo Mandic is responsible for evaluating and monitoring all activities involving vertebrate animals, from experimental models in scientific research to teaching practices in laboratories.

The commission is guided by the principles of the 3Rs — Replacement, Reduction, and Refinement — always seeking to minimize animal suffering, reduce the number of animals used, and, whenever possible, replace the use of animals with validated alternative methods.

Legislation and Regulation

CEUA-SLMandic is accredited by the National Council for the Control of Animal Experimentation (CONCEA) and operates in strict accordance with Brazilian federal legislation and international guidelines for the ethical use of animals in research and teaching.

Submission

How to Submit a Protocol

  1. 1

    Choose the appropriate form

    Complete the Unified Form to request authorization for the use of animals in teaching or research. If you are only using anatomical specimens, use the Exemption Form.

  2. 2

    Attach the complete documentation

    Please include the complete project plan, the justification for the use of animals, and information about species, number of animals, and planned procedures with the form, as per the guidelines in the Unified Form Support Manual.

  3. 3

    Protocol at CEUA-SLMandic

    Submit the documentation to the CEUA-SLMandic secretariat, located in the Bioterium, 4th floor, Block B, respecting the submission deadline prior to the monthly meeting.

  4. 4

    Please wait for the analysis and opinion

    The CEUA will analyze the protocol at its monthly meeting and issue an opinion with approval, approval conditional on adjustments, or rejection. Approved projects receive a registration number and are communicated to CONCEA.

  5. 5

    Submit the Final Report

    Upon completion of the project, the researcher must submit the Final Project Report to the CEUA (Ethics Committee on Animal Use), as required by CONCEA (National Council for the Control of Animal Experimentation) for the national registration of projects involving the use of animals.

Submission Requirements

  • Unified Form duly completed and signed by the responsible researcher

  • Complete project with objectives, methodology, and scientific justification

  • Justification for the use of animals and the impossibility of alternative methods

  • Indication of the species, lineage, number of animals and planned procedures

  • Proof of approval by the Research Ethics Committee (CEP), when applicable

  • Declaration of qualification of the principal investigator for handling animals

  • Information regarding accommodation and well-being conditions during the experiment

  • Indication of the animal facility or installation where the animals will be kept
